Registration is now open and rules posted for the 2013 NASA-WPI Sample Return Robot Challenge. Registration will be open through 7-JAN-2013.
Challenge rules and other important information can be found under the “Current Challenge” menu on the right hand side of the page. Whenever you are reviewing challenge documents, always ensure you are looking at the current year’s challenge documents.

is the competition open for international teams?

International teams may compete, but they are not eligible for the $1.5M prize money (awarded as outlined by the rules upon completion of Level 1 and Level 2).

Six months is nowhere near long enought to be able to design, build, and perform dozens of software development+test iterations required for a autonomous sample return rover. No wonder that none of the teams were qualified to run the competition last year.
If you want to see significant advancements, schedule the competition for the spring of 2014. That way, most teams will not feel compelled to try to perform much of their outdoor testing in a foot of snow…
