The Stellenbosch Municipality in the Western Cape Province, South Africa, has recently implemented a novel approach to providing housing – the Integrated Residential Development Program – a multi-phase initiative aiming towards the development of communities with improved economic integration. This project documented stakeholder perspectives of this initiative, collecting narratives and employing a photo-elicitation strategy to understand the views of municipal officers, program beneficiaries, and neighboring community residents. The collected data revealed that the approach has potential, but still needs to address shared concerns over the effectiveness of consumer education, communication disconnects regarding roles and responsibilities, and establishing safety measures.
