In this project, we developed a set of recommendations that towns in Massachusetts could use as guidelines in order to reduce the costs for implementation of the new permit requirements released by the EPA. In addition to our report, we produced a condensed version of the new MS4 permit requirements for Massachusetts communities to refer to. These summaries also contain the required implementation date for each requirement, as enforced by the EPA. Finally, we provide a comparison of the requirements within each minimum control measure of the permit and the EPA’s expected cost and labor needs for the current and new permit.
